Here's a Z-scale example of a streetlight that has been in wide use throughout the US and Europe for more than 75 years.

 We used our 12" N-scale lampshade for the base, our .032" diameter tubing for the column, our .018" diameter tubing for the curved pole, and our 18" N-scale (24" Z-scale) shade for the main lampshade.

The streetlight is illuminated by our Nano Super-white LED, lightly tinted with Tamiya Clear Orange acrylic to give it a pure white light. As you can see, it casts plenty of light, even under normal room ambient conditions.
